In Uganda, the Ministry of Gender, Labor, and Social Development oversees the adoption process. To adopt a child from Uganda or another East African country, follow these steps:
1. Select an Adoption Service Provider: Choose a licensed agency to assist you through the adoption process.
2. Apply to Be Found Eligible: You must obtain permission from your country’s immigration department to adopt and bring the child home. For example, U.S. applicants must seek approval from the Department of Homeland Security.
3. Match with a Child: Once deemed eligible, the Ugandan Ministry of Gender will provide a referral to a child. You will need to assess whether you can meet the child’s needs and offer a permanent home. A trial placement of up to three months will be supervised by a Social Welfare Officer. The child must meet both Ugandan and U.S. criteria for adoption.
4. Finalize the Adoption: Obtain an Adoption Order from the Ugandan High Court. This process typically takes about a year, with an additional one to six months for U.S. immigration and visa processing. The USCIS and Department of Homeland Security will review all adoption cases, which may extend the timeframe.
5. Prepare for the Child’s Arrival: After finalizing the adoption or obtaining legal custody, complete these steps to bring your child home:
• Obtain a Birth Certificate: Apply for a new Ugandan birth certificate that includes your name.
• Secure a Ugandan Passport: Since the child is not yet a U.S. citizen, a Ugandan passport is necessary.
• Apply for a U.S. Immigrant Visa: With the new birth certificate and passport, apply for a U.S. visa at the U.S. Embassy.
